Penn’s (Nasdaq: PENN) complex would include a one-mile horse track, sports bar, restaurants and large slot machine area. In total, officials expect the track and gaming center to create 1,500 direct and indirect jobs in the Dayton region, with 1,000 construction jobs.

The deal, outlined in Cleveland on Wednesday by Kasich and Rock Ohio Caesars LLC, also includes a key provision that would save casino operators tens of millions of dollars on how the state’s commercial activity tax is applied on their revenue. Kasich has contended that Ohio’s 33 percent tax on casino revenue is too low, and he has been pushing Rock Ohio and Penn National Gaming Inc. to come up with additional cash to help the state through a difficult budget period.

The agreement does not apply yet to Penn, developer of casinos in Columbus and Toledo, but that could change soon, according to a source familiar with the discussions between Penn National and the Kasich administration.

As part of the deal, the Ohio Lottery Commission will allow each of the state’s seven racetracks to apply for licenses to operate slot machine-like video lottery terminals. Licenses would cost $50 million each. And, the state will consider the transfer of horse-racing permits from current locations to sites in Dayton and the Youngstown area. Penn National has said it would move Beulah Park from Grove City to Dayton and Raceway Park from Toledo to Youngstown if the state allows tracks to operate video lottery terminals.
