Cowlitz County hopes to close landfill purchase by end of July
With most of the legal technicalities settled, Cowlitz County officials hope to sign the Headquarters Road Landfill purchase agreement with Weyerhaeuser Co., by the end of July.
The $19 million purchase deal for the 300-acre Toutle-area landfill was agreed to in December. It has taken many months, though, as lawyers on both sides negotiated wording and other details, said Commissioner George Raiter. That work is now nearly done, he said.
The deal needs to be signed by the end of July to give the county time to apply for a permit to change the landfill from industrial waste to household trash, Raiter said. The permitting process is expected to take a year to 18 months, and the current landfill on Tennant Way is scheduled to close in 2013. Raiter said they need to have a decision one way or the other in time for that closure.
The purchase agreement is contingent on getting the new permit. If the permit is denied, the sale is voided and the county will ship its waste to Eastern Washington by rail after the Tennant Way landfill closes.
County officials say using the local landfill will be cheaper than the Eastern Washington plan, potentially saving $1 million a year. With Weyerhaeuser planning on selling the landfill, county officials also said it made sense to retain local control rather than risk it being sold to an out-of-state corporation.
Opponents of the plan, including many Silver Lake residents, say the landfill should never have been built so close to the lake and should now be closed.
