DeKalb commissioners, CEO continue battle over vacant positions

The DeKalb Board of Commissioners will consider resolutions next week that would designate three unpaid holidays and reduce the number of vacant positions to be abolished this year. 

On July 26, Chief Operating Officer Richard Stogner proposed two changes to the midyear budget intent resolution the board passed on July 12 to explain their intentions concerning the 2011 budget.  He said the changes would clear up ambiguities. 

In June DeKalb CEO Burrell Ellis recommended a mid-year budget adjustment that would abolish 250 vacant positions but the budget intent resolution said the commission abolished all unfilled positions except those positions having outstanding job offers.  Finance Department officials told commissioners on July 26 that tax funds departments had 644 vacant positions as of July 7 and all of these were abolished by the budget intent resolution. 

The 250 vacant positions are not funded in the 2011 budget. In June the administration estimated abolishing 250 vacant positions would save $12.5 million in 2012.  However, Stogner’s proposed resolution said abolishing the 250 vacant positions would reduce the 2012 budget by $15.7 million in salary and benefits. About half of the 250 vacant positions were in the Fire and Rescue Department.  

The April 2010 staffing analysis from Georgia State University recommended abolishing vacant positions and said department heads use dollars assigned to vacant positions “to enhance their budgets”. 

Commissioner Elaine Boyer said the salary savings from vacant positions were used as slush funds by some departments. She has opposed this practice for several years. 

On June 22, 2010, DeKalb commissioners approved by a 4-1-2 vote a position reduction policy that abolished all full-time vacant positions. Several exceptions were made for, among others, court and sworn public safety positions. The policy also required a reserve to hold the savings from abolishing these positions and the board’s approval was needed to restore any of these positions. 

After Ellis vetoed the position reduction policy, the commissioners in July 2010 voted to override the veto and that same day they voted to support refilling 239 critical positions in various departments. Later they voted to reestablish 21 library positions inadvertently abolished. 

The second change to the July 12 budget intent resolution involves three unpaid holidays, which are expected to save the county about $1.8 million this year.

Chief Insp Blakeman told the media: “I’m really looking forward to showing people what goes on behind the scenes during a typically busy Saturday evening, Sunday morning shift in Coventry.”
