County plan for redistricting being developed

A preliminary redistricting plan was presented to the county commission Monday night at the legislative body’s monthly work session.

Mayor Bob Rial and county Planning and Zoning Director Donnie Thiel, who worked on redrawing the voting lines with Marty Spears from the University of Tennessee’s County Technical Assistance Service, showed the commission the proposed plan. The lines were drawn so that the commissioners could stay in the district they represent, the mayor said.

“We were trying to keep (districts) geographically concise and keep communities intact,” said Rial, while emphasizing that the final redistricting decision ultimately rested with the commission.

Rial said he would appoint all the commissioners to the county redistricting committee. The committee is recommended in state guidelines.

According to state guidelines and the U.S. Supreme Court’s “one man, one vote” ruling decades ago, the county’s 12 voting districts must be redrawn every 10 years following the census release so that each district contains the same number of people, plus or minus 5 percent. The 2010 Census showed a population of 49,666 for Dickson County, meaning the 12 districts should have a population of 4,138 each.

Rial said District 12, which currently includes some of the Burns area and south White Bluff, is the “healthiest” district and needs to have about 900 people redistributed into a surrounding districts or districts.

“We know that the growth has been in the southeast portion of the county,” Rial said. “(The growth) has always been there but it probably shows up more this time than it ever has before.”

District 6, which includes much of Burns, and District 8, which includes southwest Dickson, also have too many people.

District 2 in southwest Dickson County had the least amount of people, and needs to gain 462 people, Rial said. District 10, which includes northeast Dickson, needs to take in 457 people, he said.

“Those districts need to pick up population in a big way,” the mayor said.

District 5, which currently includes most of the White Bluff area, is the closest to the target number, and is off by 81 people.

Commissioner Robert Wetterau, District 2, suggested that his district could “nibble off” the five districts that surround it.

“It wouldn’t be such a great impact on the other districts,” Wetterau said.

He also asked if any of the commissioners stood the chance of being cut out of the district they represent. Wetterau said if the preliminary plan remained unchanged, his district’s road commissioner would be cut out of the district. Each district also has a road commissioner.
