Before Sunday, the residents of Chadwick Street knew little about their neighbor Stephanie Sinkin and the dozens of sick cats she kept in her flea-ridden house.

Many residents watched as 23 cats - 18 alive, five dead - were confiscated in a raid of Sinkin's South Philadelphia home Sunday night.

"I thought she had one or two cats, not so many," said Adeline Costobile, who recalled seeing a cat peek through Sinkin's barricaded windows. "She was a loner and kept to herself."

Several months ago, James Hamlish, who lives in an apartment above Sinkin's back yard, noticed a foul smell emanating from the house but thought nothing of it.

The Pennsylvania SPCA was alerted to the poor conditions at the house on Chadwick, between Passyunk Avenue and Cantrell Street, on Sunday when Sinkin brought five cats to its main veterinary clinic to be examined. One of those cats died.

"She said she had a sick cat and had several of them, but could only afford care for one," PSPCA spokeswoman Wendy Marano said, adding that the cats and their owner were covered in fleas. "They were in very, very poor condition. One died within a half-hour of getting removed from the carrier."

Sinkin, who was taken to a hospital Sunday night covered in fleas and dirt, faces animal-cruelty charges.

The Department of Licenses & Inspection has condemned Sinkin's home as unfit for habitation and demanded that she restore water to the building and get rid of the fleas, according to spokeswoman Maura Kennedy.

Several cats could not be rescued from the house and remain "hiding behind mountains of debris," Marano said. PSPCA workers left food and water for the cats and were waiting for permission from L&I to go back.

Neighbor Frank Spera said he often heard cats "crying" in the back yard but was unaware of the number of cats Sinkin hoarded.

A next-door neighbor who gave her name only as Julie described Sinkin as a "friendly person" and an "animal lover." "She was a nice person and I feel sorry for her," she said.

Costobile, who lives across from Sinkin, said she has been bitten by fleas and has been spraying the entrance of her house with pesticides. Hamlish said he has also been bitten repeatedly by fleas.
